I read this question 4 times and here is my feedback:
First of all, this question has typo error, it puts “on their” twice on the first sentence. It means there is a chance the answer is also typo error. It may not be “A”.

In the standpoint of an employee, I agree the MOST affect the decision to use a personal device to receive company email is “Personal Privacy”.

In the standpoint of a company, the MOST affect the decision to use a personal device to receive company email is “Data Ownership”.

In the standpoint of a mobile phone service provider, the MOST affect the decision to use a personal device to receive company email is “Service Availability”.

In the standpoint of the tech support of a company, the MOST affect the decision to use a personal device to receive company email is “Email Support”.

The answer is really depends on who you are. However, the question did NOT specify who you are. It is an ambiguous question. Based on my experience answering the similar type of questions, I would pick “Data Ownership” in my opinion. It is because company concern is more important than single employee concern in the real business world.

key concept in here is that: a user will receive company emails on a privately owned device.
The question then is: Who owns the data in said private device? The owner of the device or the company?
The risk in here is that the owner of the device may consider all data on the device to belong to him/her. This the owner of the device can leak company information with not fear of legal reprisals.

** So we have a BYOD situation
** An agent is then installed so that the users can receive emails.
** Who then does the data belong to?

I think that we all agree that the data belongs to the company. Therefore “C-Data ownership” is the crux of the matter

    Process of elimination:
B- Email support is not a major concern. Most devices nowadays can be easily and quickly configured to receive emails
D- Service availability is an issue at time, but not a major factor

So it is a toss up between A and C. If the person is concerned about his / her personal privacy, then said person should not use a BYOD to connect to corporate data.
