how about lesson learned?? since the team never experienced an incident, they should base off some historical data to establish an incident response plan.

Lessons learned are done in response to an incident after it has been resolved. As in, “something went wrong, now what have we learned from it?”. Since it specifies that they have never encountered an incident, there is nothing to learn from.
I guessed A. This is another bad question imo.
