A cluster may be checked for compliance with a host profile or for specific cluster requirements and settings.
Procedure

In the Host and Clusters view, select the cluster on which you want to run the compliance check.

i found a kb article explaining how a profile cluster checks the following..
it reports ft logging disabled if fault tolerance is enabled. So in order to report this, it checks for FT.

Cluster Compliance is checked against a pre-defined set of requirements. These requirements vary depending on whether you have VMware High Availability (HA), VMware Distributed Resource Scheduler (DRS), or both enabled on your cluster. For example, you see the error FT logging is not enabled if Fault Tolerance (FT) is enabled, but FT logging is not.
You can view the set of requirements by clicking Description in the Profile Compliance tab in vCenter Server.
If both HA and DRS are enabled, ensure that:
•FT logging NIC speed is at least 1000 Mbps.
•At least one shared datastore exists.
•FT logging is enabled.
•VMotion NIC speed is at least 1000 Mbps.
•All the hosts in the cluster have the same build for Fault Tolerance.
•The host hardware supports Fault Tolerance.
•VMotion is enabled.
If only DRS is enabled, ensure that:
•VMotion NIC speed is at least 1000 Mbps.
•VMotion is enabled.
•At least one shared datastore exists.
If only HA is enabled, ensure that:
•FT logging NIC speed is at least 1000 Mbps.
•At least one shared datastore exists.
•FT logging is enabled.
•VMotion NIC speed is at least 1000 Mbps.
•All the hosts in the cluster have the same build for Fault Tolerance.
•The host hardware supports Fault Tolerance.
•VMotion is enabled.
The host profile that you attach for the cluster is only used for checking Host Profile Compliance and has no bearing on Cluster Requirement Compliance. If your ESX host is showing as Noncompliant for Cluster Requirement Compliance, ensure that it meets the above requirements.

Another method for checking to see if your hosts meet the FT requirements is to use the vCenter Server Profile Compliance tool. To check using this method just select your cluster in the left pane of the vSphere Client, and then in the right pane select the Profile Compliance tab. Click the Check Compliance Now link and it will check your hosts for compliance, including FT. Before you enable FT, be aware of one important limitation: VMware currently recommends that you do not use FT in a cluster that consists of a mix of ESX and ESXi hosts. This is because ESX hosts might become incompatible with ESXi hosts for FT purposes after they are patched, even when patched to the same level. This is a result of the patching process and will be resolved in a future release so that compatible ESX and ESXi versions are able to interoperate with FT even though patch numbers do not match exactly. Until this is resolved, you will need to take this into consideration if you plan to use FT, and make sure you adjust your clusters that will have FT-enabled VMs so that they consist of only ESX or ESXi hosts and not both. Actually, one can attach a host profile to the cluster and it will check for it as well. When I click on it in my own vSphere, I see references to checks for Fault Tolerance, vMotion and Host Profiles. So I would choose DRS. I’m guessing the intent behind the question is to show that although this compliance check looks to see if all the vMotion requirements are met in order for DRS to function, it does not actually check if the DRS cluster is balanced or even functional. So by process of elimination, the only answer left to me is DRS, option C.

The sitesurvey tool checks for FT requirements, not the profile compliance.
I would find it hard to believe that they named the tool “Profile Compliance”, but that it doesn’t check host profile compliance.

OK, so I have a vCenter 5.0.0 with one cluster. When I go to Cluster, click on tab Profile Compliance and then click on Description, I get the following:
The following compliance checks are performed:
Validate that Fault Tolerancelogging NIC speed is at least 1000 Mbps.
Validate that at least one shared datastore exists
Validate that Fault Tolerance logging is enabled.
Validate that VMotion NIC speed is at least 1000 Mbps.
Validate that all the hosts in the cluster have the same build for Fault Tolerance
Validate that the host hardware supports Fault Tolerance.
Validate that VMotion is enabled.
As I can see no DRS or Host Profiles are mentioned, but I guess you need a host profile in order to Check for compliance against a host profile (I get a warning: “There is no host profile attached to this cluster. Click here to attach a host profile to the cluster”).
So my answer would be C – DRS.
