OK so to further complicate things, take a look at vmWare’s Knowledge Base:

It says that the “Files Migrated During Migration or Upgrade from ESX/ESXi 4.x to ESXi 5.0” includes /etc/ssh. OpenSSH is now included in ESXi 5.0.
It gives an entire table of the files that ARE migrated. Including these answers to a similar exam question:
