Obviously, the attribute of Full trol allowsany changes to be made to the file and its permissions and ownership.

    Not sure if this has been updated since hh asked the question, but the answer is b/c change allows more than “read and write only”:
    “Change attribute will allowyou read, write, execute and delete the file, but will not allow you to change theLs and/or owner of the files.”
