Answer is CORRECT.
The article Sakibur points to clears it. Asspecially this line is important :
1.Open the Microsoft Azure Backup snap in on the Target machine.
Before you can OPEN the Azure Backup Snap-in, you need to INSTALL the Azure Backup Snap-in (read: Agent) on the Target machine.

And item 2 says “Ensure that the Target machine and the Source machine are registered to the same Recovery Services vault.”
Even if you open console first, your first action needed is confirm if Server 2 is registered.

Doesn’t The Azure Backup Snap-in rely on Windows Server Backup having been installed on the server. As it is not mentioned that server2 has it installed I would go for D.

This also had me thinking. Going on the assumption that it is already installed the answer would be “A”.
Had the question stated the following:
“… You need to restore the data of the first backup of Server 1 to a newly installed Server 2”
The answer would have been “D”
