You do not need the Agent to restore to a different server.
The servers need to be registered in the same Azure Backup Vault.
Ofcoarse, you will need to have the Azure BAckup Snap-in installed somewhere. If you do not have it, you need to install the Azure Backup Agent as this is the snap-in
But because there is no mention in the question that the Agent/Snap-in is lost, we can/need to assume it is still available. So then the answer whould be B: modify the backup vault (to register Server2 into it).

why does server2 need to be registered in Backup Vault? Is it mandatory to get the Agent downloaded and installed? (because in Sakibur’s article I found nothing stating this, just that the Agent has to be installed…)

Yes, in order to restore files from Vault1, you need to register Server2 to Vault1. To register, you need Azure Backup Agent along with Vault1 credentials. Vault credentials expires in 2 days after downloaded, so you will need to download this again from portal, so as Agent setup. But this is done in the Quick Start page. When using Recovery Services vault type, you can choose replication type (Geo-redundant or Locally-redundant) from the Backup Configuration blade.

It already has the agent (it is already running azure online backups on both servers), it just needs to be registered to the vault for the other server.

to install a new server you need to generate a new key for the vault in order to register the server. so, first you need to change the vault to associate the server2.

The vault is already configured:

No *modification* is needed to the vault config, you would just need to download the credential file from the management portal.
