Seems PS uses the WinRMRemoteWMIUser_ and Server Manager uses Remote Management Users.
Does anybody have clarification?

The guy from CBT Nuggets said the same thing. Use WinRMRemoteWMIUsers__ for remote PS capabilities and use Remote Management Users group for Server Manager.
Based on what I’ve seen this question has been a source of confusion.

As it is said: “… Tech1 can use Server Manager on Server1…” I’m going with Remote Management Users.
If it would be said “You need to ensure that Tech1 can manage IPAM Server2 from Server1.”, without specifically said which “tool” to use than I’d go with WinRMRemoteWMIUsers__ as MS tests are “prioritizing” PowerShell.
