        Then please explain why it would be any of those options?

        I think it is A because if you install DNS on an RODC after AD is installed, the DNS server is not enlisted in the application directory partition and will not allow AD replication to it. To enlist it, one must use ntdsutil. (Although the procedure states to use dnscmd first and if it doesn’t work, force it with ntdsutil.)

        You can use Repadmin and DNSLINT and possibly AD Sites and Services to troubleshoot AD replication, but we most likely know what is going on here. Because they added the DNS server role to the RODC after they promoted it to an RODC, the DNS server never got enlisted into the application directory partition and therefore will not receive replication from AD. It needs to be enlisted by using NTDSUtil

    Really hoping these questions have been cleaned up.
    The only answer in the list that will fix the problem is NTDSUtil (unless the RODC has already been added to DNS partition).
    I would choose answer A.
