As far as i can tell you dont actually need to do A, you can just import on new machine beginning with 2012 R2.

A is required when the hosts have different CPU architecture. You can directoy import VMs from hosts with different CPUs from same manufacturers by selecting CPU compatibility, BUT you need to export VMs from host1 with (e.g.) AMD CPUs and then import to new host2 with Intel CPU

yeah, but you cant import something that has not been exported. so if we do C we need to do A

You can definitely import with exporting first. That is a new feature of 2012 R2.
However, you would consider exporting first, when there are potential CPU compatibilities between the 2 hosts. It’s possible that’s what is going on here.
