      Right, but according to the wording of the question you want the Cluster service running on the Hyper-V host to take over right away, rather than having the VM try to restart the service.

    You need to ensure that the first time a service named Service1 fails on a virtual machine, the virtual machine is moved to a different node.
    So : “A. From the Recovery settings of Service1, set the First failure recovery action to Take No Action.” is the right answer.
    THE FIRST TIME THE SERVICE FAILS, THE MACHINE IS MOVED TO ANOTHER CLUSTER!
    Explanation is wrong, but choice is right.
