Yournetwork contains an Active Directory domain named contoso.com. The domain contains

Set the forest function level and the Domain functional level both to Windows Server 2003.

* You can set the domain functional level to a value that is higher than the forest functional level.

But, keep in mind. That production forest might be created as 2003 level, then upgraded to 2012 level. old windows 2003 DC still works, but you can add new Windows 2003 DC to the forest.
So, ponetially answer can be 2012 as well.
Question is not so clear.

But always Keep in mind, that you can always go a step higher with the functional level, but there is no way back.So i think the functional level for the forest should be 2003 and also the functional level for the Domain.

You can raise the functional level of a domain only if all domain controllers in the domain run the version or versions of Windows Server that the new functional level supports.
You can raise the functional level of a forest only if all domain controllers in the forest run the version or versions of Windows Server that the new functional level supports.
So answer is right!

Indeed. You cannot raise the func level, if you have a DC running older than the func level OS, because they will not be able to handle newer functionalities for the new func level. Therefore if you have a DC running 2003, you definitely have a func level of 2003. The reverse logic is different: you can have 2012r2-only environment and still have a 2k3 or 2k8 func level of the forest, domain or both. This is one of the most straight-forward questions I’ve seen so far and frankly, I’m surprised people are finding it difficult – really there’s no two ways about this
