Servers are in domain so makes no sense in applying the policy using local security policy tool. The question is very vague and not a good one and the correct answer could be either A or B.

I believe the answer is A and B, depending on your choice since you have AD installed. Now, if you pay attention to the questions, it’s asking to apply Template1 only to Server2.
If you use GPO, the policy will be apply to both server, but only Server2 needs to be configure. Therefore Local Security Policy would make sense since you’re affecting only Server2. GPO would configure both. Tricky question.

The key to this question is that the servers are in the same domain. Hence, the answer is B. As @Virtual Private Servers stated when posed with questions regarding using security templates on another server look for ecurity conf and analysis, if without this answer then go for server manager as second choice. However, when dealing with an environment where no trusts exist you must export and import the GPO.
