This should be the correct answer:

    1) Shutdown VM1.
    2) Add a legacy Network Adapter to VM1.
    3) Modify the virtual Switch Settings of the legacy Network Adapter.

    Reason:
We can’t add a Network Adapter on a running VM
By Default a non-PXE-bootable Network Adapter will be added through wizard (Gen1 or Gen2)
If you add a legacy Network Adapter, by default the “Virtual Switch” is “Not Connected” and must be configured!
Since this VM was created through the wizard and has no OS installed yet – so it is not required the change the bootorder to have PXE on the top. (it will autoskip CDROM and HDD)

      You’re right.
We were asked only about the possibility of this: “You need to ensure that you CAN start VM1 by using PXE”. So, you don’t need to modify the BIOS settings in this situation.
