    The last is not correct as ntfs write only gives the right to write to a file, it doesn’t give the right to create new files or folders.

    Could you use NTFS Creator Owner Modify instead of Creator Owner Full Control? Modify would allow them to modify permissions on their own files and would further minimize giving them too many permissions as the question asks.
