B and C are not necessary because adprep runs “automagically” during the ADDS installation in Server 2012, and dcpromo is not needed because the forest functional level is supported.

Additionally dcpromo is a deprecated command in 2012, it doesn’t exist anymore so both B and C are out if you’re talking about making a 2012 box a Domain Controller.
