The answer is correct, according to FAQ about Office 365 you have to deploy all released Service Packs for Office and Windows, based on this Windows and Office need to be updated.

This is still weird. How does Windows 7 without SP1 already have O365 yet requires an update again for O365? And if this one already has it, then why does SP1 need an upgrade.

The original answer is correct according to the FAQ posted by Sputnik.
Win7 needs SP1 for support from MS since it was released more than 24 months ago.
Office 2010 without any SPs is no longer supported.
Supported and working are not the same thing. I am sure Win7 with no SP and Office 2010 with no SP will work but it will not be supported by MS and if you called MS support, I’m sure they would require you to update before proceeding.
