It’s a misunderstanding in the question. It says: “communication between two virtual machines” but supposed to be “communication between two VMs and rest of the network”

you are right. You just need to understand what is DMZ – or demilitarized zone, sometimes referred to as a perimeter network(or as you said rest of the network).
