    Why ‘A’ why not ‘C’?

    The startup order setting (A) would cause a problem only if reservations could not be satisfied when powering on the machine.

    Changing the IP allocation setting (C) would be solve problems when the default (static) IP allocation was used before, bc. that requires setting IP address in the Guest. Which might not have been the case for the particular VM before it was added to the vApp..

    Any comments?

      If the startup order is incorrect, and the application server starts before another database server in the vApp, the application server will not function correctly.
      Usually vApps are used to bundle a service, which usually consists of application and database servers with dependency. Also, usually, we will use fixed IP’s for servers and not DHCP, so I think A is the correct answer.
