    I guess if resource pools are siblings, they have a parent. Resources of RP1 and RP2 will be those inherited from the parent. Thus, in order to allow RP2 to get all resources from the parent no reservation should be set in RP1. If RP1 makes the slightest reservation RP2 won’t have access to all of his parent’s resources, which is a requirement as per the question. Terrible wording, though.
