During vCenter simple install, the SSO is the firstly feature to be installed, then goes to web client – Inventory services – vCenter Server.
So the first step to troublshooting this issue should be check the SSO first.

The key to answer the question is that its not written that the Admin uses the same PC/browser to access vCS as the last time he did login.
B, C, D: can not be correct since the Admin could access the vCS earlier the same day (vCS components and permission configurations were in a working state)

It means to me: that had already logged on the same day with the same client used before, that is the web client.
Then, after the SSO service could have been stopped or shutdown unexpectedly.
