    I would go for A since the License Server is one of the first (if not the first) Citrix components you install in your environment. All (or most) other components need a valid License Server before you can even install them.

    If you presumably decommission the old server in favor of a new deployment, you have to go and change the pointers to match the new server’s IP address or hostname.
