Yes, but since you’re using Netscaler to facilitate remote access to users, you will need the FQDN of the gateway as a beacon – isn’t that the purpose? To have externally resolvable fqdns?
I haven’t read RR’s link yet so I might be completely wrong here but that’s how I have it set up in my environment (ping.citrix.com and netscaler.domain.com which are both resolvable from the internet) and I’ve had no issues so far.

The question is about INTERNAL beacons. Netscaler FQDN is indeed used as an EXTERNAL beacon as you already specified for the remote users
