Though VDA or Target Device software is required in a master image, it is not used when locating a master image because the master/template VM is switched off when creating a catalog. So probably the image is not saved on a store XenDesktop has acces to thru the resource connection

Agree with RR, it doesn’t matter if VDA is not installed, you can still create a Machine Catalog based on that image and the machines will just show as unregistered.
The only time you won’t be able to see the image during provisioning is if you don’t have a resource connection configured, or if the master image is not on a host that is included in the existing connection.

Definitely this should be A. I have done this very mistake (not included VDA) and can still see the Master image during MCS.
