The purpose of the Organization/Actor catalog is to capture a definitive listing of all participants that interact with IT, including users and owners of IT systems. Here we want to know what group of people needed to involve in procurement process. So Business Interaction Matrix tells about it and the only option that has Business Interaction Matrix is in C. So my answer is C

If we break the enterprise into multiple organizations and each organization having groups of users using a specific set of services then:
Organization/Actor Catalog would help in bringing together a view where you can see which actors are in which organization. It doesn’t help to provide which users are using which services.
If you bring Business interaction Matrix, then it will break down by Organization/Function/Service/Interaction, a clear sense of which services are used in which organization in an enterprise. But which users are using which service in that organization is still not clear.
If you use Business/Service Function with Organization/Actor, it would do the job. Business/service function provides data by Organization/Business Function/Service/Interaction. So if you combine this with Organization/actor, you will know exactly which actors (users) have access to which services and in which organization they belong to.
