I think C is more correct. Even in your explanation you indicate you have to go to SharePoint Admin Center (which you can do without signing into the O365 Admin Panel). You can’t change the quota from the O365 admin panel.

I also think the question statement is confusing, but if you focus on the signing-in part of the question, you can see why B is correct. Signing in happens on the O365 portal, then to configure SharePoint storage quota, you have to navigate to the SharePoint Admin Center.

Agree that A: is correct. Found this issues myself before I read this question. Old O365 Portals are still set to Manual, newly created Portals now have Automatic set and so the option to set limits is not there. You can set it to manual in the SharePoint Admin Center Settings.
