The Designated Router selection process takes place per network segment and there is only one DR per segment. In this graphic, there are TWO network segments separated by the Corp-3 router. So based on this, there will be one for the top segment and one for the bottom segment, and it will be based on the highest router IDs, as you stated. Thus, Corp-4 and Branch-2.
