        “A GPO usually has many policies in it, if you apply the policy to a particular user group through security filtering, all policies in the GPO will be affected; Item level targeting will only have effect on the specific GPP.”

        This is true here, since there are two preferences defined in one GPO (link 1 and link 2). Item level targeting is then the only way to do fine grained application of one preference on one group of users and the other preference on another group of users.
