    From the following phase;
    “At present, there are no particularly useful architectural assets related to this initiative” we understand that there are no baseline architectures so the first step should be creating a baseline architecture and using catalogues/matrices is one of the ways to do that.

    I would choose A.

    This is the scenario of “Architectural Definition of Bounded Change Initiatives” which support Target First Approach.

    Ref: 16.4: Target First Approach: This process is suitable when a target state is agreed at a high level and where the enterprise wishes to effectively transition to
    the target model. Typically, if the baseline is broadly understood a higher value will be obtained focusing on the target first then baseline to the extent necessary to identify changes.
    Ref. to Scenario: The project has started a number of iteration cycles to develop the Architecture. Some tasks to address concerns related to the Business Architecture have been completed. The next immediate task is to address the Information Systems Architectures

    Option C
    Target First approach has more benefit compare to Baseline first as focus is to Re-architecture the whole system. Based upon this approach, one can minimally define the baseline architecture on the need basis.

    The difference between Option B & C is Data Entity/Business Function matrix which is required to satisfy the following concerns:
    1. Which procurement-related business processes are supported by zero, one, or many existing applications?
    3. What data will need to be shared?
