    True, I would choose Option D
    Reasons:
    “Based on the recommendations from the initial study, the chain has taken the decision to adopt a packaged suite of integrated applications that is tailored to the needs of the hospitality industry.” => Target First
    Eliminating Option B as it says Transition Planning immediately follows Target, which is not true.

    I think correct answer is D.

    A: Incorrect because: it ignore business, data and application architecture
    B: Incorrect because: you can’t go to transition planning just with target architecture.
    C: all in this answer is ok, BUT, you have already done the vision
