    A, B, C are correct answers when talking about inbound traffic influence. However, in the decision tree the MED is only after Origin. So if we should select FIRST two criterias then A and D.

    A and D are correct. MED is only advertised to the next AS ( 2 and 3) so AS 4 is not aware of any MED and, even then, you need always compare MED to make any difference. Also, there is only only link between different ASs so MED simply does not matter here.

The MED attribute is optional, meaning that it is not always sent with the BGP updates. The purpose of MED is to influence how other ASs enter your AS to reach a certain prefix.
