    It is normal that we turn on NDR filter, but looks like that question is a bit tricky, because it is written that employees did not sent messages to those recipients and it is mention that many employees are receiving those messages, so in that case could bulk as well because you would get NDR if your email would not be delivered.

    CP is right. Here is the text from the URL

    NDR backscatter is when spammer forges the user’s email address and sends email on their behalf to other recipients. If the “destination mail system” recognizes the mail as a spam or if the mail is sent to non-existing users, the “destination mail system” creates an NDR message that is sent to the organization recipient (the user whose email address was used by the spammer).
