This one is a little tricky because, if “You create a site collection for the marketing department” then you must bee sign in as global admin. Then you do not need to sign in. The rest is ok

Why would you have to be Global Admin? The SPO Admin can do this.

“The SharePoint Online administrator, designated by the Global administrator, has access to the SharePoint Online admin center and can create and manage site collections, designate site collection administrators, manage user profiles, and more. ”

This is a sneaky way of Microsoft of wording their questions: sometimes the options in the answers are not the most logical ones. But if the most logical one is simply not listed, then you should pick another option that will do the trick as well.
Signing in as the Global Admin feels like overkill, but since ‘sign in as sharepoint admin’ is not listed, the global admin option becomes true.

If it is four, I think it would be
-Sign in as Global Administrator (maybe you aren’t signed in yet)
    – From the Sharepoint Admin Center, select the marketing department site collection.
    – Add the employee to the Owners group of the site (You click Owners button -> Manage Administrators)
-Add the employee as a site collection administrator

It’s possible they are shooting for something with the Primary Administrator, if you create the group you will be listed as the owner unless you change it… I think it would need to be worded a bit differently though
