Something seems off about this question.

A, B, and C can all be done through Remote Desktop on Windows Server 2012 R2 Core…

Only D, can not be done.

Maybe the question should say”which task can NOT be preformed”???

You can’t modify network settings with sconfig via rdp, Just tried on a server 2012 R2, I can start sconfig, choose network, select adapter index but sconfig quits after that.

Server core does not have msconfig, Server manager, nor the system properties dialog box. Remember you are RDP’d into a server core machine. No different than sitting in front of one. Only thing you can do of these options is use sconfig.exe.

This is core, not minimal interface installation. So you manage the server using the command line, Windows PowerShell, or by remote methods. You are connected to sever via RDP so only cmd/ps tools are available.
