The last part to the question was a bit subtle for me before I investigated further.

The explanation is: whoami /claims is only valid in Powershell on supported OSes.

    This answer seems correct.

User1 has the department attribute populated – yes
user2 has no claims – no
user2 message of “user has no claims” suggests that claims are supported otherwise the command would come back as invalid – yes

    I would say:
1(no)because no claims have been activated (screenshot 1) and the secound screenshot is showing attributes not claims
2(no) because no information is given about the department attribute of user2
2(yes) otherwise whoami /claims says (User claims unknown – kerberos support for dynamic access control on this device has been disabled)

@debaba you’re right about everything else, except the first answer, because if you take a closer look at screenshot 1, you will see that all showing claims are enabled, even on the Tasks pane on AuthenticationSilo it says “Disable”, which means it is enabled and so are all the other claims we can see in the screenshot.
As for the third statement i also tested without DAC enabled and i got that same error message.
