    2nd part of explanation have nothing to do with the question. I think answer is C and D.

    “In Performance Monitor, a performance alert is a notification or task that is executed
    when a performance value is reached. Performance Monitor can also be used to start
    certain tasks when certain counters reach a particular value. For example, if the processor reaches 90%, you can have Performance Monitor run a command to stop a service or perform some other action in an effort to reduce burden on the processor.”
