      The answer is correct, as Ric says, NAP is not compatible with IPv6, so you need to go into the IPv4 Properties and ‘Enable on all scopes’ on the Network Access Protection tab. Then on the Contoso New York tab, go into Properties and check ‘Disable for this scope’
