I think that the answer is correct.
The fisical hd must be empty (no volume) and offline of the host.
Then you can assign to a vm, and in the vm you must inizialize and create a volume

The question isnt asking you what you need to do to the disk, its asking you what status the disk must be in, in order to use it. The disk must be displaying a status of “offline” so the given answer is correct.
