    Actually, device registration itself has been supported since 2012 R2, and only requires 2012 R2 schema.

    However, since the deployment is going on a new 2016 server, it will be a 2016 ADFS farm, and a 2016 ADFS farm requires a 2016 schema (but not necessarily a DC) based on the link in the above post.
