After reading the docs again, I must say that my first answer is indeed incorrect.
The Hyper-V role is only needed if you are to use the Hyper-V Container.
Since its not used for Hyper-V, its not needed to install the Hyper-V role.
Therefor I think its correct what Peter says.
But the correct order in my opinion is:
1) Install Docker
2) Install Container
3) Install Base Container image.
