I think it’s B, yu do not know were those external emloyees residing. A site to site VPN would only allow external users access the environment from one site.
Point to site would allow then to do that.

B is the right answer as the question didn’t say the employees are in the “remote office” but remote employees. This means that they are mobile workers in remote locations for which you can create a gateway and setup a point to site VPN.
