    I don’t think so the correct answer should be C in my opinion, but I’m not really sure this is a tricky question

    1. If the properties has to be sichronized automatically it should be a Dynamic Distribution Group

    2. If you have to provide to the members the ability to control from who the list will recieve e-mails, that needs special permissions, so should be configured with a new role group.

    3. Is a Hybrid enviroment wich means that you can create the distribution group on premise an it will be sychronized to azure AD

    Dynamic distros do not sync in hybrid deployments. So I would personally select A (and configure message approval to address the “control which users cand send email messages to the group” issue in the question).
