    The issue is that the certificate template is compatible with Windows 2012 only. To resolve this I would:

    1) From Certificate Management (right click on Certificate Templates -> Manage Certificates): Right click the certificate and duplicate it.
    Name the certificate “Template 1 for Windows 2008” ( from the General Tab).

    2) Change the compatibility settings to “Certificate Recipient” to “Windows 7 / Server 2008 R2”

    Also, verify the Security Permissions. Read and Enroll permission must be granted to users or computers that will be able to request the certificate.

    3) Click Ok. Then from certsrv, Right Click Certificate Templates and
    click New Certificate Template to Issue and select the newly created template.
