In my humble opinion the statement suggests that the user is trying to log on to a computer that is not registered in AD. The user itself does not have the right to add this computer to the AD. So I suspect that answer D is the correct answer. (This is not the user account that will join the AD but the computer account.)

B Correct: computer restrictions limit the computers that a user can log on to. On the account tab of her user account, you can click the log on to button and add the computer by name to the list of allowed workstations.
