          A is correct.

          VMware HA will restart VMs (powered on before vCenter unavailability) in case of ESXi host failure. As vCenter is responsible for the protection or unprotection of virtual machines – “new powered on VMs” will not be protected by VMware HA until vCenter is back and online.

    vSphere HA has no dependency on vCS, i.e. it works and protects VMs running on an ESX cluster even if vCS is down. Changes in HA configuration, however, are not possible until vCS is up and running. So, the correct answer is ‘A’.
