    IMO The given answer is correct
    The explanation may be a little confusing and lead you to think that you could use server manager to restart server2 locally, or remotely from Server1 but in this scenario we are told that we remove the Graphical Management Tools and Infrastructure feature on Server2 (Uninstall-WindowsFeature Server-Gui-Mgmt-Infra –Restart) As the Server-GUI-Shell component is reliant on Server-Gui-Mgmt-Infra this is also removed.
    With this done we are left in a server core mode on server2 and are only able to use sconfig locally to restart it
