      If I’m not mistaken, the Allow filters work similarly to a White List. In a white list, everything is denied unless specifically added to the white list. If you disable the Allow Filter, this will allow without having to be put in the white list.

    Weewoo is correct, the Allow filter is essentially a whitelist. It gives you the ability to add MAC addresses to ensure that only the computers you specify are allowed to get IP addresses from DHCP.

    The Deny filter functions the same way, but allows you to ensure the added MAC addresses will not get DHCP service.

    Note: Both the Allow and Deny filters are disabled by default in IPv4. It doesn’t appear that filtering is available in IPv6.

    according to the picture DHCP server is authorized already and the scope is active (there are no red arrows facing down)

    Allow filter is enabled (no red arrow) which means only devices with MAC addresses specified in Allow filter will receive IP settings from the DHCP server. We need to disable Allow filter to allow all devices receive IP settings.
