The Deny option is highlighted and the right pane is empty. So no computer is being denied. Yet “You discover that client computers cannot obtain IPv4 addresses from DC1.” The only possible thing that could be preventing this is that the Allow list is empty, which would result in disallowing every computer. So C is correct: Disable the Allow filters. And then all will now be allowed.
