This is right I have just created a property, created a rule and added the property to it, tried to delete, got this error message.
Disabled the rule, tried to delete, got this message again.
    2 ways to fix this…
change the rule to use another property or delete the rule (any way that frees the property up so it is not in use)
Now able to delete the property.

simple enough to delete the prop u need to delete the rules relating to that prop
