Forwarder is incorrect > not authorative
Delegation is incorrect > DC1 already hosts this and can only delegate “subdomains”.
Change replication scope > would be correct if DC2 had the dns role installed.
zone transfer settings > the zone doesn’t exist on dc2 (actually i think it could exist in AD if the zone was marked to replicate to all DC’s in the forest, but since you dont have a DNS server role installed, it doesnt load).
So C bc it’s the least bad.

what you quoted is correct but does not apply to this question as answer A. says On DC1, create a delegation.
DC1 is already authoritative for the domain so a delegation isn’t required
DC2 has to be able to resolve names in Contoso.com domain
for me the answer is C. as we need to replicate the zone information from DC1 to DC2
